There is both an employer and employee share that make up the total rate. The max employer share is 1.28%
For all employees, withholding is 0.5% on $39,900 for 2019

Termination Pay

If an employee is fired, employers are required to give final pay within three working days. If an employee quits, employers must give termination pay at the next regular payday that occurs at least three days after the employee gives notice.
